If someone sends you an attachment which doesn't seem to do anything it could be due to one of the following:

Saving the picture in any of these cases will only give you a small section of the entire screen background. This method of producing the background is used as it saves downloading huge picture files.
Here are two examples of what makes up a screen background. Bear in mind that some are really good, like imitation pastered wall or woodgrain. These are just a couple I've done to show you the idea.

Notice that they actually FILL the WHOLE screen !!!
Note also that backgrounds are not normally included when you PRINT a web page as this would use excessive ink. However, you can opt to include the background when printing in Internet Explorer by selecting Tools > Internet Options > Advanced > Printing > and tick the box [ ] Print background colors and images.
